Has actionable info on top	Does not always have actionable info - if so, it's at the bottom
Publish freely on SF.gov	Establish if there is publicly relevant, actionable info before you publish on SF.gov (vs sending to reporters directly)
Lots of headings	Very few headings, if any
Grade 6 reading level	Grade 11 reading level
